NORTH WEST TO HOST THE HOUSING AND LOCAL GOVERNMENT SUMMIT FROM 06-08 JUNE 2005 – POSITIONING THE PROVINCE FOR ENHANCED HOUSING AND LOCAL GOVERNMENT FOR ALL ! 

The North West Department of Developmental Local Government and Housing will host the Local Government and Housing Summit from 06-07 June 2005 at the Mmabatho Convention Centre in Mafikeng. The theme for this year’s Summit is: “Good governance for quality service delivery”.  The Summit will be officially opened by Minister of Housing, Dr Lindiwe Sisulu on 06 June 2005, while the Premier of the North West, Mrs Edna Molewa will deliver the keynote address on 07 June 2005. 

The aim of the Summit is to align the provincial programmes with the national policy and strategy. This is one of the endeavours of the provincial government to constantly seek ways of improving the lives of all our people by providing them with quality services that include quality housing and other basic services provided at local government. 

One of the objectives of the Summit is to consult with all the stakeholders within both the housing and local government sector in the Province on issues relating to housing and local government. 

Expected to attend the summit are representatives from provincial and national housing institutions, senior officials from local government and housing departments, developers and contractors, housing finance institutions, other relevant government departments and all municipalities in the Province. 

The following issues will be discussed at the summit: 

HOUSING 

q       Accelerating women’s participation in housing delivery in the Province in order to meet the quota set out by the National Department of Housing

q       Unlocking the finances for emerging contractors and developers

q       Quality assurance and monitoring in the low-cost housing sector

q       The implications of the Financial Services Charter in housing delivery in the province

q       Introducing rental and social housing as part if diversification of housing options

q       The eradication of informal settlements through the Integrated Human Settlement Programme & Informal Settlement Eradication Programme. 

LOCAL GOVERNMENT 

q       Government Delivery Agenda in the Second Decade of Democracy

q       Aligning Service Delivery to the Provincial Growth Strategies

q       Building effective monitoring and evaluation systems for programme implementation

q       Implications of the Municipal Finance Management Act (MFMA) in achieving efficiency, effectiveness, economic growth and accountability

q       Strengthening the linkages between municipalities, ward committees and Community Development Workers

q       Putting systems in place towards successful local government elections

q       Building effective municipal service partnership and international relations.
