Social Housing Foundation (SHF)

Background

The Social Housing Foundation (SHF) is a section 21 Company which was established in 1997 by the national Department of Housing. The organization was established as a national institution and is formally mandated by the National Department of Housing to develop and build capacity for social housing institutions, and to develop a policy framework for the social housing sector through the Housing Amendment Act,1999(Act no.20 of 1999)

What SHF has achieved this year:

• The new Social Housing Bill encapsulating the formation of a Regulator was tabled before parliament.
• The Interim Social Housing Programme (ISHP) business plan was awarded to the SHF. Four projects have since been awarded grants.
• Capital grant and Community Residential Unit guidelines were approved by Minmec.
• The SA Rental Housing Strategy was developed and has been tabled with various stakeholders.

Once the Social Housing Bill has gone through the various stages before enacted into legislation is complete, it paves the way for the formation of the SHRA, which will take over some activities currently being looked after by the SHF in a caretaker capacity.
