Impact Evaluation of Housing Chapters of the Integrated Development Plan. The evaluation was conducted between November 2018 and September 2019. The evaluation entailed a mixed-method approach including a combination of structured reviews, online surveying, workshops and interviews with a scientifically representative sample of municipalities.
The Finance Linked Individual Subsidy Programme (FLISP) was introduced in 2005 with an intention to provide access to adequate and affordable housing for the low to middle income households.
In 2018, the NDHS made some significant changes in the Programme’s implementation guidelines, with the objective of improving the low uptake of the programme.
In 2020 the project to carry out the implementation evaluation of the performance of FLISP was initiated. The purpose of this implementation evaluation of the Programme was to appraise the Programme’s implementation after the latest revisions, with a view of measuring and understanding its contribution towards achieving Outcome 8 in this current MTSF period. |

The Upgrading of Informal Settlements Programme (UISP) was instituted in 2004 to deal with the process and procedure for the in situ upgrading of informal settlements. The next phase of this process involves the upgrade of 1 500 Informal Settlements to Phase 3 in the 2019-2024 Medium Term Strategic Framework (MTSF).
The purpose of the evaluation is to ascertain the profile and status of the informal settlements targeted for upgrading in the 2019-2024 MTSF period.
The overall aim of the project is to collect baseline data on informal settlements targeted for upgrading and to classify the settlements in terms of the various criteria, which relate to the features of these settlements. |

Impact and Implementation Evaluation of the Social Housing Programme.

Social Housing is rental or co-operative accommodation, held by Social Housing Institutions (SHIs) or Private Sector Landlords (PSLs) over a long period of time. It excludes individual ownership by residents.
The purpose of the evaluation is to assess the extent to which the Social Housing programme is contributing to urban restructuring (integrating and revitalising neighbourhoods spatially, socially and economically) and providing affordable quality rental accommodation to the target market (and thus generating value for money), and to assess the sustainability of the delivery model. The evaluation is partly an implementation evaluation and partly an impact evaluation. |

Design and Implementation Evaluation of the Integrated Residential Development Programme (IRDP).

The IRDP was initiated in 2006 in response to the Comprehensive Plan for the Development of Sustainable Human Settlements (otherwise called Breaking New Ground (BNG) of the National Department of Human Settlements. The purpose of the IRDP is to facilitate the development of integrated human settlements in well located areas that provide convenient access to urban amenities, including places of employment. The programme also aims at creating social cohesion. The IRDP provides for the acquisition of land, servicing of stands for a variety of land uses including commercial, recreational, schools and clinics, as well as residential stands for both low, middle and high income groups. A range of different land uses and income groups are provided based on local conditions and requirements.
The purpose of the evaluation was to assess the implementation of four pilot projects (Zanemvula, NMB, EC; Cosmo City, COJ, GP; Pennyville, COJ, GP; and Olivenhoutbosch, COT, GP), to draw out lessons for the IRDP and determine how best to strengthen the programme to achieve the desired outcomes at scale.
The focus of the evaluation is on the programme design and its implementation. |

The specific objectives of the study were: 1. To establish the current state of selected informal settlements 2. To identify key indicators for use in the assessment and future evaluation of informal settlements 3. To unravel the TOC underlying the UISP in responding to informal settlements needs 4. To assess whether the TOC underlying the UISP is appropriate and valid for the South African context of informal settlements 5. To contribute to the existing body of literature on the state of informal settlements in South Africa |

Design and Implementation Evaluation of the Urban Settlements Development Grant (USDG).

The purpose of the evaluation was to analyse the Theory of Change, inner logic and consistency of the Urban Settlements Development Grant (USDG), and to draw lessons from its implementation in a sample of four metropolitan municipalities. It also sought to analyse the institutional and funding frameworks and adopted monitoring system. The USDG is a substantial supplementary capital allocation to metropolitan municipalities introduced in the 2011 DORA grant framework that was inconsistent with the draft policy framework that preceded it. This evaluation therefore clarifies the theoretical framework and provides recommendations to refine and improve the grant. |

Evaluation of whether the provision of state subsidised housing has addressed asset poverty for households and created assets for Municipalities

The purpose of this evaluation is “… to determine if the provision of state subsidised housing has addressed asset poverty for households (are subsidised houses growing in value and are beneficiaries capturing and benefitting from this growth in value?) and created assets for Municipalities.”
For the purposes of completing the review, we reviewed more than 400 literature sources and conducted approximately 25 interviews on housing and municipal assets. We followed a realist review approach for this review. Realist reviews ask five key questions: (1) What are the embedded institutional knowledge and attitudes?; (2) What mechanisms are at play? (Understanding and describing existing processes and different layers of reality that impact on causality); (3) What is the context? (Geographical location and historical context are two important aspects to be considered.); (4) What regularities can be seen (i.e. patterns, associations or outcomes)?; and (5) What change is seen to be occurring and what triggers this change? |

The overarching purpose of this evaluation has been “…to determine the impact of governments approach into the affordable housing market”. The research incorporated a number of components, including a literature review, theory of change and associated logframe development and comparative provincial case study analyses. In completing the review, approximately 200 literature sources were reviewed and 37 interviews conducted on affordable housing intervention. Based on the literature review and theory of change was developed from the conceptualised theoretical framework, which summarised the respective input, output, outcomes and impact that was envisioned and introduced into the affordable housing market. |

The purpose of this assignment has been to assess the extent to which state housing provision has enhanced access to the city for the poor: a high-level evaluation of the role of pro-poor housing delivery for urban access.
The main objectives of this evaluation are to: 1. Establish the extent to which national housing programmes and policies have facilitated access to the city. 2. Explore what constitutes access to the city. 3. Identify indicators that can be used to measure access to the city and determine an acceptable threshold of adequate access to the city. 4. Explore differentiated access to cities, secondary towns and rural areas, and the instruments that should be used for addressing such access. 5. Understand how the poor negotiate access to the city. 6. Unravel the theory of change (TOC) that underlies the subsidised housing programme of the Department of Human Settlements (DHS) and assess the appropriateness and validity of this programme. 7. Make recommendations that contribute to improving human settlements policies and programmes and how these can improve poor people’s access to the city

Longitudinal Impact Evaluation Of Upgrading Of Informal Settlements Project (UISP)

A baseline study was conducted in 2012 and 2013 during which a total of 78 informal settlements scattered throughout the 9 provinces were surveyed to establish baseline data and to inform the upgrading initiatives of the DHS and other role-players including provincial and municipal authorities.
To track the effect of the upgrading initiatives in different settlements which formed the subject of the baseline study, a longitudinal impact evaluation was commissioned in 2019 and 2020 and a sample of 47 informal settlements derived from the baseline study formed the subject of the impact assessment.
The purpose of the impact assessment was primarily to determine the effect of upgrading initiatives in the different settlements (if any) and to detect changes which had come about post the baseline study, both in regard to physical circumstances within the settlements and the standard of living of households within the settlements, their needs and challenges and to identify further upgrading requirements where relevant. |

This study was to provide an expedient appraisal of the Medium-Term Strategic Framework (MTSF) 2014-2019, Outcome 8.
The purpose of the rapid appraisal was to assess the 2014-2019 MTSF performance aimed at strengthening implementation and improving the performance (efficiency and efficacy of operational processes) of the programme. Secondly, it aimed at determining the nature and sustainability of the programme outcomes. Thirdly, it determined the measurable levels of benefits for communities that the programme produces.

This is the final report for the Rapid Appraisal of the progress and effectiveness in informal settlement upgrading through the National Upgrading Support Programme (NUSP). The appraisal was aimed to provide an appraisal of NUSP comprising the Medium Term Strategic Framework (MTSF) period 2014/15 – 2018/19.
The terms of reference contained the following evaluation questions to guide the rapid appraisal. 1. What does the programme seek to achieve? 2. Is the programme achieving its objectives? 3. How has the programme been interpreted at national, provincial, and municipal levels? 4. Is the programme being implemented according to its design? 5. What progress has the programme made to date, since its inception?

Rapid appraisal of the consolidation of the regulation part of the NHBRC, CSOS, SHRA and EAAB

A professional team of researches was appointed by the National Department of Human Settlements (NDHS) to conduct a rapid appraisal and to investigate the possible consolidation of the regulatory functions of the National Home Builders Registration Council (NHBRC), the Community Schemes Ombud Service (CSOS), the Social Housing Regulatory Authority (SHRA) and the Estate Agency Affairs Board (EAAB). These entities all report to the NDHS. The appraisal had to determine whether the regulatory functions can be consolidated, or not, to ensure cost-effectiveness and the achievement of positive outcomes. Evidence generated and gathered through this appraisal enabled the service evaluation to make recommendations, intended to strengthen the functions and effectiveness of the regulatory bodies. The objective was to analyse the logic and consistency of the institutions and their regulatory functions. The study also aimed to identify potential overlaps and duplication. The results intended to contribute towards improvements in efficiency. |

Design and Implementation Evaluation of Rental Housing tribunals in Provinces

A professional team of researchers have been appointed by the National Department of Human Settlements to conduct an evaluation of the design and implementation of the Rental Housing Tribunals in provinces.
The purpose of the evaluation was to assess the performance of the intervention as well as resolve challenges facing the implementation of the intervention. The evaluation achieved the following: 1) Understand the legislative environment that governs the RHTs. 2) Understand the challenges that affect the RHTs. 3) Strengthen the implementation and improve the performance of the RHTs. 4) Assess the performance of the RHTs. 5) Assess the measurable outcomes and impacts on the landlords and tenants that the RHTs assist.
Specifically, the scope of the evaluation was as follows: 1) A comparative study of the Tribunals in provinces. 2) An appraisal of whether the intervention is being implemented according to the design. 3) An assessment of the institutional arrangements, relationships or partnerships that have been triggered by the Tribunals between three (3) spheres of government and its communities. |
