Human Settlements Minister Tokyo Sexwale will address the Portfolio Committee on Human settlements tomorrow in Cape Town. His input will focus on a potential crisis in the provision of bulk infrastructure such as electricity and sanitation to new human settlements, and how this is already impacting on housing service delivery.
