The overarching purpose of this evaluation has been “…to determine the impact of governments approach into the affordable housing market”. The research incorporated a number of components, including a literature review, theory of change and associated logframe development and comparative provincial case study analyses. In completing the review, approximately 200 literature sources were reviewed and 37 interviews conducted on affordable housing intervention. Based on the literature review and theory of change was developed from the conceptualised theoretical framework, which summarised the respective input, output, outcomes and impact that was envisioned and introduced into the affordable housing market.

The purpose of this assignment has been to assess the extent to which state housing provision has enhanced access to the city for the poor: a high-level evaluation of the role of pro-poor housing delivery for urban access.
