MINISTER SISULU TO RECEIVE REPORT OF THE MINISTERIAL ENQUIRY ON LWANDLE EVICTIONS

The Minister of Human Settlements, Lindiwe Sisulu has been informed by the Chairperson of the Ministerial Enquiry on the eviction of Lwandle/Nomzamo residence, Advocate Denzil Potgieter SC that the Enquiry has completed its task.

Minister Sisulu established a Ministerial Enquiry into Lwandle evictions following the evictions of Lwandle residence who were illegally occupying the land of the South African National Roads Agency (SANRAL). At the time of the establishment of the Enquiry the Minister indicated that her main concern is that no citizens must ever be evicted without temporary accommodation.

SISULU CELEBRATES 2014 INTERNATIONAL HABITAT DAY BY LAUNCHING THE ROLL OUT OF OVER 5000 HOUSES FOR MILITARY VETERANS BY 2017

The Minister of Human Settlements, Lindiwe Sisulu will lead the South African celebrations of Habitat Day by launching the 2014 annual Human Settlements Media Build together with the private sector and various media houses at the Fleurhof Estate in Johannesburg Gauteng. The United Nations has designated the first Monday of October of every year as World Habitat Day. The purpose of World Habitat Day is to reflect on the state of our towns and cities, and on the basic right of all to adequate shelter.

The 2014 Media Build held under the theme “Restoring the dignity of military veterans through human settlements” will see members of the media, senior government officials, human settlement stakeholders and sponsors from the private sector build and donate three houses to the three eldest military veterans in the Gauteng military veterans database.

The Build will also kick start a national campaign to build over 5000 houses for military veterans in less than three years in all nine provinces to cater for all the military veterans identified to have a need for housing.

“It is our intention to clear the backlog of all Military Veterans who seek houses and shelter in less than three years, we will be launching projects in all nine provinces, we want to build them decent houses to restore their dignity and to honour their contribution to our freedom, this is a national priority” said Minister Sisulu.

Among the sponsors joining Minister Sisulu will be CalgroM3, First National Bank and Kansai Plascon. While the Department of Military Veterans, City of Joburg. The Gauteng Provincial Department of Human Settlements and all housing institutions will also participate in the Build.

Members of the media are encouraged to come to the event at 09:00am ready to join the Minister in building, painting, greening of the houses and other tasks.

SISULU HOSTS HUMAN SETTLEMENTS INDABA TO PLAN DELIVERY OF 1.5 MILLION HOUSING OPPORTUNITIES BY 2019

The Minister of Human Settlements, Lindiwe Sisulu, MP, will next week Thursday and Friday, 16-17 October 2014 host the National Human Settlements Indaba and Exhibition.

Convening under the theme “towards the delivery of 1.5 million housing opportunities by 2019”, the Indaba seeks to amongst other things; review the progress made in the implementation of the Breaking New Ground policy signed in 2004 and review the Social Contract for Rapid Housing Delivery signed in 2005. The Indaba also seeks to commit human settlements stakeholders to a second social contract towards delivery of 1.5 million housing opportunities in the next five years.

The National Human Settlements Indaba will be attended by different human settlements stakeholders which include mining sector, banking sector, NGOs, different associations in the construction industry and international guests such as Deputy Executive Director of UN Habitat, Dr Kirabo Kaycria and Slum Dwellers International President Mr Jockin Arputhan.

At the end of Indaba different stakeholders will commit themselves to a social contract to accelerate delivery.

SISULU AND HUMAN SETTLEMENTS STAKEHOLDERS COMMIT TO THE DELIVERY OF 1.5 MILLION HOUSING OPPORTUNITIES BY 2019

Government and human settlements stakeholders have committed to deliver 1.5 Million housing opportunities by 2019. The commitment by banks, developers, mining companies and big employers officially declares South Africa the biggest construction site in Africa and the developing world.

Housing experts at the National Settlement Indaba estimated the partnership to be worth over R250 Billion over five years in affordable bonded housing investments by banks, rental accommodation developments by private sector and agencies, Government subsidies, housing investments by big employers and mining companies, bulk services development for townships and human settlements, upgrading of current informal settlements infrastructure and community infrastructure like schools, churches, business sites and other amenities.

The commitment is detailed in the Social Contract for the Development of Sustainable Human Settlements signed at the end of the two days National Human Settlements Indaba and Exhibition held at the Sandton Convention from 16 to 17 October 2014. The Indaba was attended by Government led by Ministers of Human Settlements and Cooperative and Traditional Affairs (COGTA), Minister Sisulu and Pravin Gordhan, SALGA, mining companies, government parastatals, property developers and owners, engineers, banks, mines, NGOs and big employers.

The Indaba held under the theme “building partnerships for the delivery of 1.5 million housing opportunities sought to mobilise and recommit different stakeholders in the private sector to support government in its quest to provide shelter for all South Africans.

The signatories to the Social Contract committed themselves to achieve the following over the next five years:-

  • Delivery of 1.5 million housing opportunities, including 111 000 affordable housing opportunities for the gap market, 70 000 affordable rental opportunities in integrated sustainable communities close to places of work and play;
     
  • Build 50 catalytic projects and install basic services in all developing towns including revitalizing mining towns;
     
  • Install basic infrastructure in 2000 informal settlements, while laying a foundation that will allow communities to save and build for themselves;
     
  • Eradicate the backlog of title deeds for pre and post 1994 housing stock;
     
  • Government committed to cut the red tape of processing applications to establish townships, approval of building plans and pay contractors at the shortest time possible.

"As Government we have listened to you, I will work with Minister Gordhan and SALGA to resolve the issues you have raised that are blocking fast tracked delivery and also leading small companies to closure and loss of jobs, we have agreed that the Department of Human Settlement will establish The Ombudsman Office for the Housing Sector by November 14, 2014 to monitor the implementation of all policies and the resolution of this Indaba, we commit to address your challenges" Sisulu said.

The Indaba also called for the review of eviction laws as they hinder urban renewal and at times contribute to urban slums. "Government has to balance the right to own a property, the demand for decent shelter by poor urban dwellers but the law must make it difficult to hijack buildings, the owners of the properties must also do more to protect their buildings and land" the Indaba noted.

Big employers and housing experts called on Government to urgently make serviced sites to employees who do not qualify for Government subsidy Programme s to assist them to build their houses. "Many teachers, police, soldiers and those who earn between R3500 and R10.000 will not qualify for government subsidy but also find it difficult to afford a house in the market, by making serviced sites available Government will be extending a subsidy for them, employers can then guarantee deductions from salaries for them to build the top structure, this will allow them to own property" The Indaba said.

The Indaba also resolved that Government must prioritise the pensioners, orphans and military veterans in provision of housing but intensify the implementation of other creative programmes to support young people in urban areas. "Noting the rapid urbanization of all cities across the country, the Indaba called on Government to prioritise pensioners and military veterans, and build rental and community accommodation for young people who must be encouraged to find work and build their own homes with Government subsidy and some level of assistance, the Indaba noted.

Government recommitted itself to spending 30 percent of its five year budget supporting women owned construction companies and called on young South Africans to identify opportunities in the property and construction sector. "The Human Settlement sector is embarking in the biggest construction project in the continent and developing world, over five years the sector will invest over 250 Billion in affordable housing, rental accommodation, Government subsidy and community infrastructure development" The Indaba noted.

SISULU TO ADDRESS PLANNING PRACTITIONERS AT THE 6TH PLANNING AFRICA CONFERENCE

The Minister of Human Settlements, Lindiwe Sisulu, will tomorrow, 21 October 2014, deliver a keynote address at the South African Planning Institute’s 6th Planning Africa Conference.

The conference is held under the theme “making great places”. Minister Sisulu is expected to address international and local planning practitioners on how to make cities, towns, and villages better places to live in whilst focussing on Master Spatial Plan aimed at addressing inequalities and apartheid designed residential areas

Last week Friday, Minister Sisulu and human settlements stakeholders signed a Social Contract for the Development of Sustainable Human Settlements at the National Human Settlements Indaba and Exhibition. The convener of the 6th Planning African Conference, South African Planning Institute (SAPI) is one of the signatories to the Social Contract which seeks to mobilize different human settlements stakeholders to partner with government in its quest to deliver 1.5 million housing opportunities in the next five years.

SISULU TO HANDOVER HOUSE TO 102 YEAR OLD MILITARY VETERAN REBECCA KOTANE, WIFE OF THE LATE MOSES KOTANE

The Minister of Human Settlements, Lindiwe Sisulu will on Monday, 20 October 2014 handover three show houses as part of the department’s programme to build almost 6000 houses by 2017 for all qualifying military veterans.

One of the recipients of these houses will be Rebecca Kotane wife of the late struggle icon Moses Kotane who like her husband played a very great role in the liberation of South Africa by amongst others looking and protecting many young leaders then who are now in leadership positions in government.

Kotane who is now 102 years old will receive a house as part of the department’s Media Build programme where together with various sponsors three houses for military veterans were build.

Two weeks ago Sisulu launched the programme to house these veterans at a total cost of R1billion in all nine provinces.

The three houses are as a result of a partnership between the department, City of Johannesburg, Gauteng Provincial Department of Human Settlements Department and the following private sector companies:

  • First National Bank R200 000 for furnishing of the houses
  • KansaiPlascon who donated paint for the houses and lastly

“WE WILL PRIORITIZE DELIVERY OF HOUSES FOR THE ELDERLY AND SPECIAL GROUPS IN THE COMING FIVE YEARS” MINISTER SISULU

The Minister of Human Settlements, Lindiwe Sisulu wish to reconfirm and emphasize that the criteria for allocation of full title housing (full stand BNG houses) has been amended to prioritise the elderly and special groups like Military veterans, child headed families and people with disability. The housing database or waiting list is also being audited and adjusted to prioritise possible beneficiaries by age, starting with the elderly and those with special needs.

The Minister added that MINMEC, a Committee of Minister and all Provincial MECs of Human Settlements resolved in 2009 that priority must be given to the elderly and young people and those under forty years must take advantage of other programmes of Government like subsidised rental, social housing and service sites supports.

“In my Budget speech already in June 2009 I repeated a decision we took as MINMEC in 2009 that our priority are the elderly considering our limited resources, not young people, it was our view then and is still is today that there has to come a time that as a nation we must be able to say there is no one in our country who is over 60 who do not have decent accommodation, that must be our priority, and we can achieve that by 2019” She added.

The Minister urged young people who earn between R3500 to R10.000 to take advantage of the Government Finance Linked Subsidy Programme (FLISP) to enable them to get into the property market. “This is one of our many subsidy programmes for first time home owners, this programme is assisting police officials, nurses, teachers and many others who need assistance within this salary bracket. Those who work for Government must also take advantage of the Government Employee Housing Scheme that is being finalised with labour” She added.

The MINMEC added that the Social Contract for Development of Human Settlements also provided more opportunities for those who want to join the housing market trough gap housing and rental accommodation. “The reality is that we are the only Government in the world that provides free housing including serviced land to citizens, in doing that we must be sensitive to the costs and the impact it is having in the provision of other services, with the limited resources we have, we must prioritise the elderly and also implement other programmes to support young groups” Sisulu aid.

BLACK CONVEYANCERS AWARD MINISTER SISULU WITH TRANSFORMATION AWARD

The Black Conveyancers Association (BCA) has awarded Human Settlements Minister, Lindiwe Sisulu with an Annual BCA “Transformation Award” in recognition of her contribution to society and property industry in particular.

The “Transformation Award” is an award which BCA confers on individuals in their personal and professional capacities in recognition of them championing the cause of transformation in South African society as a whole. It was first conferred in 2010 and has since become an award conferred to such deserving individuals.

In line with the Breaking New Ground policy between 2004 and 2005, the then Department of Housing successfully delivered 1.2 million housing units to people who never had homes before, thus transforming their lives.

“In her absence from this Department since 2009 the delivery of houses has drastically declined and went into a downward spiral”, said BCA President, Ms Zukiswa Ntlangula.

“Minister Sisulu has set a target of 1.5 million housing opportunities by 2019. She has injected new energy and with her commitment and drive we are certain she will achieve this target and given her track record we expect her to exceed this. We will endeavour to support her. She is an icon of the struggle and a champion of transformation” added Ntlangula.

The BCA is one of the signatories to the Social Contract for the Development of Sustainable Development which seeks to mobilize and commit human settlements stakeholders to work with government in its endeavour to provide housing opportunities.

Founded in 2004, BCA represents black owned law firms in South Africa that specialize in Property Law, Conveyancing and Commercial legal work. It has over 200 members firms in all nine Provinces.

Receiving an award Minister Sisulu appealed to BCA members to join hands with government to revive secondary property market and release title deeds.

Delivering her keynote address, Sisulu also noted challenges faced by developers with regards to the transfer of land which according to them sometimes take more than ten years. “Do a case study of what the difficulties are, what causes them and how can we overcome them”, Sisulu challenges BCA.
